Mission Statement
The Department of Planning and Development oversees much of the City's development review process including building and site plans, rezoning’s, planned developments, conditional uses, amendments to the zoning code, land divisions and subdivision plats, special exceptions, and sign approvals. The office is also responsible for developing and updating the City's Comprehensive Plan and the preparation of other plans as needed. The Department staffs the Common Council, Plan Commission, Design Review Board, Community Development Authority, and the Joint Review Board.

- Review and administer development proposals from residents and developers.
- Staff Plan Commission meetings.
- Staff Design Review Board meetings.
- Staff Community Development Authority.
- Staff Joint Review Board meetings.
- Planning Liaison to Common Council meetings.
- Amend existing or create new zoning ordinances as needed.
- Review and approve sign permit applications.
- Grant writing as needed.
- Administer, guide, manage, and write comprehensive plans, neighborhood plans, other plans as needed.
Strategic Plan - Key Performance Indicators (KPI's)
- Number of comprehensive and downtown plan recommendations implemented or underway.
- 2024 Plan Commission Charter tasks completed.
- Maintaining the zoning code update project schedule (within eight weeks).
